what do you think about using paper/plastic plates for the cake?
The location or catering does not provide china and she suggested using paper or plastic. I think it is tacky, but my FH thinks it is fine since our reception is a garden setting.
Depending on where you live, it might actually be cheaper to rent plates than to purchase nice paper/plastic plates.

It's not "bad form" as long as you aren't having your wedding during a normal mealtime.
It would be kind of rude to expect your guests to attend a 6 PM ceremony and 7 PM reception and only serve them cake and cocktails – that's when most people eat dinner.
But it would be perfectly fine to have a late afternoon (say 2 PM ceremony/3 PM reception) or late evening (maybe 8 PM ceremony/9 PM reception) and serve cocktails, appetizers, and cake.
Take your mother's (and everyone else's) advice with a grain of salt. "Tacky" and "cheap" and "bad form" are often in the eye of the beholder. You and your fiance need to figure out what kind of wedding you can afford, and what will make you happy.
