are tea cups and saucers an antique if on the bottom it says queen elizabeth?
they are really old and on the bottom it says england and queen elizabeth? all white with gold trim only the inside has a floral design. it also says some other things.

Your Teacups and saucers were created by the famed Royal Doulton Porcelain Company of Burslem England. Founded in 1815 and originally known as Doulton & Co until they received their Royal Warrant.
Royal Doulton set levels of quality craftsmanship that are still considered standards of excellence today. After some financial hard times (and many factory closures) the Royal Doulton Company (and family-Royal Albert & Minton) are now apart of the Waterford-Wedgwood Group, and they are again setting new standards of excellence in quality and design. You may find it enjoyable to visit Doulton's current website or to read a little more about them and their history in a Antique Porcelain book.
If your set has a number on the base that may assist you in getting an idea of the date. If you do not have a good reference book on Doulton, you can access a partial date list here http://www.antique-marks.com/doulton-marks.html
My personal guess would be that the pieces were made sometime in the 1950s; during that time Doulton purchased several smaller English Porcelain factgories (Paragon China, Etc) and began to use their "Royal Warrant" as apart of the backstamps of a great deal of their wares.
Now whether or not they are an antique depends upon your definition of the term "Antique". Some peopel hold to the view that anything over 35 years old is an antique. Others hold that it must be over 50 years old and then there are those that have held that a piece must be over 100 years old to be considered an antique (the view popular with most of the Professional antique world and among discriminating dealers).
Whether it is an antique or not, the pieces are still fine example of quality English porcelain that should be treasured and will certainly be destined to become heirlooms of tomorrow.

Ceramic Cups/saucers?
I have some old teacups/saucers with a floral decoration pattern & originally they had a gold rim, which has worn off. I know the pattern was originally applied as a transfer & fired , on which is why it hasn,t come off like the gold rim but does anyone know what could be used to 'paint' the gold rim back on.........and hopefully with careful washing in future it will stay on for some time?
The 'guilding' (which is usually a fine skin of 9ct gold) is what it's known as, and was originally applied by being painting on and baked in the kiln. Because these applications were real gold or silver they posed no threat to health.
Unfortunately, generally, if the guilding of an item has been lost there is no real adequate way of replacing it.
However, for aesthetic appearances for your own satisfaction, there are ceramic 'gold' and 'silver' paints (obviously not real gold or silver and results are nothing like the original) available that can be painted on and baked on in the oven. Generally these don't have very good results - and the products often warn that they should not be used on items that will be used for consumption, like plates and cups - they are purely for appearance. Also, considering (I'm guessing here) you feel the items are antique (or could be), it's better not to do anything to them, you could actually devalue them.
