James Sadler How do paleontologists measure the completeness of the fossil record?
I'm reading "The Biological Explosion at the Precambrian-Cambrian Boundary" by James W Valentine and Stanley M. Awramik. On page 311 they discuss how the completeness of the fossil record is measured. They say that:
"The expected completeness of this record can be estimated from average sediment accumulation rates determined from modern shallow marine envirnments and parts of the rock record that have been reliably dated (Sadler 1981). To estimate the probability that a 1-my interval leaves a record in the rock accumulated at a single locality over 30my, divide the average rate determined for 30-my intervals by the average rate determined for 1-my intervals. For carbonate rocks this yields an estimate of 0.33..."
Call me thick-headed, but why isn't the sedimentation rate for 1-my intervals one-thirtieth of that for 30-my intervals? How can it be anything else?

The example you give is missing the actual average rates calculated for the intervals.
In this particular example, they give the time coverage of each segment of the rock column (i.e. 30 million years and 1 million year segments), however they don't actually give the rates of accumulation that they determined for these segments.
Whatever those rates are apparently comes out to an average over 30 million years of 0.33, but since they don't actually give those accumulation rates, the example is very confusing.
The numbers representing the chronological sequences don't actually figure into the calculation of the accumulation rate directly. The fact that these particular numbers are similar to their given accumulation rate, but two orders of magnitude off just make things more confusing.
In this particular case, it's possible that the geological column has an average of 10 fossils for every thirty million year segment of the column. This comes out to the average probability of a single 1 million year segment having a fossil being 0.33.
Basically, it's not a very well written explanation.
