As others have said, there is no such thing as a "teacup" Pug. Anyone who advertises them as such is an unethical, irresponsible jerk who is only trying to make money, and doesn't really give a d*mn about the dogs. Is that someone you want to support?
Pugs are already a small breed. Breeding them smaller only increases their health problems, and makes issues they already have (such as brachycephalism and eye problems — with their little smushed-in faces) more pronounced.
If you want a Pug, there are plenty of responsible Pug breeders out there, as well as Pugs in rescue who need good homes. Check these links:
